Phase Initial (10 modules, 1,000 TPD) addresses 10.9% of baseline volume while capturing the highest-access streams first. No WtE ash at Phase Initial — carbon and organics are the primary output family.
Surge Capacity Design Basis
Riyadh's waste volume is not flat. Eid Al-Fitr and Eid Al-Adha create 35–45% waste surges. Ramadan food waste increases 40%. National Day events add 25%. The facility is designed for the P90 peak, not the average day. Average-designed capacity fails during peak periods — when disposal pressure is highest.
Phase Initial (1,000 TPD / 10 modules) is sized for the highest-access streams at average load. Surge headroom built into each module (15% per unit). Total facility surge capacity: 1,150 TPD effective. WARN-05 — verify surge factor with MWAN seasonal data.

Critical Minerals Note — Phase Initial
There is no operational WtE facility at Riyadh at Phase Initial. The WtE programme is under development as part of SIRC/MWAN's national circular economy buildout. REE suite absent from Riyadh Phase Initial. Carbon and organics are the primary Phase Initial output families. REE and critical minerals are added once WtE ash becomes available.

Scale Gap
Gap 1 — Waste Diversion 800+ facilities needed nationally by 2035. Riyadh holds 21% of national waste and 40% of national commercial waste market revenue. Phase Initial (350,000 tpy) addresses 3.8% of Riyadh's 9.17M tpy — but it is the first manufactured-output processing at this tier in Riyadh.
Gap 2 — Critical Minerals Saudi Arabia imports Carbon Black for tyre manufacturing, high-purity graphite for batteries, and carbon fiber precursor for advanced manufacturing. Riyadh's 10-module scale produces domestically what the Kingdom currently imports. No incumbent circular-source Carbon Black or Graphite producer exists in Riyadh Industrial Estate.
Commercial waste growth: 9.49% CAGR on the commercial segment — Riyadh Province held 40% of national waste market revenue. ACM at 10-module scale is sized for current volume with Phase Medium headroom as the CAGR compounds.
