Carbotura designs, finances, builds, owns, and operates. NEOM Company's capital obligation is zero — at $55M Phase Initial, through to $165M full programme. NEOM's FWDC of SAR 320/ton (highest in the programme) means each ton avoided represents the highest per-unit cost displacement in the entire KSA portfolio.

OXAGON Closed Loop — Supply Chain Independence
- Carbon Fiber Precursor (RC4): NEOM construction and ASR waste → ACM → CFP → OXAGON composite manufacturing tenants. Zero import. Zero cross-country logistics. Full circular provenance documentation.
- Graphene Oxide (RC4): NEOM commercial and ASR waste → ACM → GO → OXAGON energy storage, filtration, and photonics tenants. China currently provides 90%+ of global GO supply — NEOM's circular-source GO eliminates this dependency for OXAGON operations.
- High-Purity Graphite (RC3): NEOM commercial waste → ACM → HP Graphite → OXAGON battery manufacturing and industrial materials. Saudi Arabia imports all HP Graphite. NEOM Company produces it domestically from its own waste stream.
- Pozzolanic SCM (RC2): NEOM sludge and C&D waste → ACM → Pozzolanic SCM → NEOM construction programme. The construction generates the waste; the waste generates the cement supplement; the supplement goes back into the construction. A fully closed NEOM loop.
- Mineral Aggregate (RC1): C&D fluff → ACM → Aggregate → NEOM on-site construction. Zero external supply chain. Zero transport cost.
Construction Circular Economy — Sustainability Credential
- C&D waste leadership: 220 TPD C&D fluff at full programme — the highest in the KSA programme. NEOM's giga-project construction generates a C&D waste volume that has no peer in Saudi Arabia. ACM converts this into the circular manufacturing story that NEOM's sustainability commitments require.
- Samsung C&T JV documentation: Samsung C&T's construction JV within NEOM generates C&D and ASR waste. ACM provides Samsung C&T with auditable circular waste disposition — supporting NEOM's construction contractor sustainability reporting requirements.
- Zero-waste-to-landfill construction programme: NEOM has publicly committed to zero-waste-to-landfill operations. ACM is the infrastructure that makes this commitment achievable for construction waste — the largest single waste category in NEOM's operational footprint.
- SINDALAH marine circular loop: Marine waste → ACM → composite materials → SINDALAH maintenance and construction. A maritime circular economy loop unique in Saudi Arabia.

The Single-Entity Advantage
NEOM's unique structure — where NEOM Company is CSA authority, site counterparty, and primary buyer — provides benefits unavailable in any other region:
- Fastest off-take confirmation timeline in the programme: OXAGON procurement is an internal NEOM decision — not a multi-party commercial negotiation. Specification review and preferred supplier agreement can be completed within 3–9 months of CSA execution, faster than any external buyer engagement in the programme.
- No arm's-length pricing tension: NEOM Company sets OXAGON procurement policy. The in-country premium for CFP, GO, and HP Graphite is NEOM's own supply chain security valuation — not an external negotiation subject to commercial counter-pressure.
- Integrated circular economy reporting: NEOM Company's sustainability reporting covers feedstock origin, ACM processing, manufactured output, and OXAGON procurement in a single entity's reporting boundary — the most complete circular economy reporting structure available to any authority in the KSA programme.
- Programme coherence: NEOM Company's alignment across the CSA, site, and off-take means that programme delays, specification changes, and phase expansions are resolved within a single decision-making entity — minimizing coordination cost and delay risk.
