Jubail Industrial City generates an estimated 450 TPD across nine material streams — with all ash fractions designated for REE, metals, and critical minerals recovery through ACM: Cerium, Lanthanum, Neodymium, Yttrium, Lithium, Cobalt from WtE ash, and Vanadium V₂O₅ from petcoke ash, addressing Saudi Arabia's complete absence of domestic circular-source critical minerals processing.
What This Means
- Nine material streams are addressable in the Jubail corridor, totaling 450 TPD ESTIMATED. Phase Initial targets 100 TPD from the highest-access streams.
- All ash streams designated for REE, metals, and critical minerals recovery. Saudi Arabia imports 100% of its REE separation capacity. Carbotura ACM processing WtE ash and petcoke ash creates the Kingdom's first circular-source domestic REE and vanadium production.
- WtE ash from the Veolia RCJY Jubail 2 JV (~75–86 TPD) converts a previously-framed competitor into a feedstock supplier. The WtE JV currently has no disposition for its ash output — it is a cost liability. Carbotura provides the offtake pathway while extracting REE and critical minerals Saudi Arabia currently imports.
- Petcoke ash from Aramco-derivative fuels burned in RCJY boilers contains commercially recoverable vanadium. Ash Stream REE and Critical Minerals Designation
WtE Ash — Veolia Jubail 2 (~80 TPD ESTIMATED)
Bottom ash (~20% of 346 TPD input ≈ 69 TPD) and fly ash (~3–5% ≈ 10–17 TPD) together form the Jubail 2 ash stream. REE concentrations originate from electronics — mobile devices, motors, LED lighting — embedded in the waste stream and concentrated through incineration.
Fly ash: higher REE concentration, classified hazardous — processes through GEMS hazardous operating license. Bottom ash is the non-hazardous starting point for Phase Initial.

Saudi Aramco's crude is heavy and sour — Aramco-derived petcoke is known for elevated vanadium content, accumulating to commercially recoverable concentrations in fly ash when burned.
V₂O₅ recovery from petcoke ash requires Carbotura engineering confirmation for high-vanadium feedstock configuration. Vanadium concentration varies by crude source. RCJY-area petcoke ash analysis required before committing V₂O₅ volumes in any client-facing document.

The portfolio pitch: Every ton leaving Yadoum, Akam, and ELECTA as residual becomes RC3+ manufactured output through ACM. Carbotura completes the manufacturing loop that SIRC subsidiaries begin.
The Dual Capacity Gap
800+ facilities needed by 2035. GEMS treats 400 tpy total nationwide (1.1 TPD). Phase Initial addresses 35,000 tpy — 87.5× GEMS current national capacity.
Saudi Arabia imports 100% of REE separation and processing. WtE ash from Jubail 2 alone produces ~28,000 tpy containing recoverable REE concentrations — currently landfilled with no processor.
Carbotura Phase Initial closes both gaps simultaneously.
