Surge Capacity Design Basis — Hajj Season
2.5M+ international pilgrims pass through Jeddah airport and Jeddah Islamic Port annually during Hajj. Waste volumes reach 2–3× normal for 4–6 weeks. Ramadan adds +50% due to food consumption patterns. A facility designed for average load fails during the periods of highest national waste management pressure. Design basis: P90 surge, not average.

Jeddah Islamic Port — Unique Stream
Jeddah Islamic Port is the largest port on the Red Sea and one of the largest in the Middle East. Commercial, packaging, and shipping waste from port operations generates approximately 400 TPD with no incumbent circular processor. Surge during Hajj logistics season. Port waste characteristics: High packaging fraction (PP, PE, paper composites) → Carbon Black and Aromatics RC2-RC3.
This stream is accessible but requires a separate port waste collection agreement with the port authority.
Critical Minerals Note
Jeddah WtE is under development. No operational WtE facility confirmed at Phase Initial. REE suite absent. Carbon and organics from MSW, port waste, tires, and ASR are the primary Phase Initial output families. REE and critical minerals are added to ACM configuration once WtE ash becomes available.

Scale Gap
Driver 1 — MWAN mandate: 210,000 tpy Phase Initial contribution toward national 85% diversion target. No incumbent circular manufacturer at this output tier in Jeddah.
Driver 2 — Hajj surge infrastructure: Saudi Arabia's national infrastructure investment for Hajj is a decades-long priority. Waste management during Hajj is a sovereign commitment. A surge-designed facility at 1.75× addresses this commitment structurally rather than through temporary response measures.
Driver 3 — Port waste: 400 TPD with no incumbent processor. First-mover opportunity — if a competing processor secures the Jeddah Islamic Port waste stream, this volume is unavailable to ACM.
